Abstract: The article deals with the formation of e-government in China as a process of reception of the global "administrative fashion." It is shown how the legacy of the Soviet administrative system and the Confucian tradition of management influence the e-government infrastructure. The author concludes that the transition to e-government contributes to strengthening of the center control over regional authorities.
